Investment and partnerships
Developing property. Creating long-term investment value.
Storm originates, structures and delivers specialist and social impact property for institutional investors, housing providers and capital partners.
We combine development expertise, commercial structuring and principal contractor capability to create accommodation designed for its intended use and long-term ownership.
Our involvement can range from the delivery of completed investment assets to bespoke development partnerships.
Institutional acquisitions
Purpose-built property. Long-term investment opportunities.
Our approach begins by identifying suitable development opportunities and working with housing providers and specialist operators to establish the intended use of each property.
We secure long-term occupational lease arrangements before committing to development, typically targeting leases of 20 years or more on full repairing and insuring terms.
Storm then coordinates the development process, including commercial structuring, legal arrangements, planning, design and construction delivery.
The completed property can be acquired by an institutional investor or other purchaser, providing an investment asset supported by an established occupational arrangement.
Individual lease terms, counterparties and funding arrangements vary by scheme and remain subject to appropriate diligence.

Long-term occupational arrangements
Developments are structured around identified housing or care requirements, with long-term lease commitments agreed before construction proceeds.
Development-led value creation
Storm brings together site acquisition, commercial structuring, design, planning and construction to create completed investment assets.
Flexible acquisition opportunities
We work with purchasers considering completed properties, forward purchases and other agreed acquisition structures, depending on the development.

How it works
How specialist housing works.
Specialist supported housing brings together property ownership, housing provision and care delivery through distinct contractual and funding arrangements.
Understanding how these responsibilities interact is fundamental to developing accommodation that works for residents, operators, housing providers and long-term investors.
Which structure applies depends on the service. Specialised supported housing separates the housing from the care. Other services do not need that separation, and the operator can hold the lease itself.
Housing and care are held by different organisations. A housing provider holds the lease and the tenancies; a care operator delivers the support under its own contract.

Delivers the care under its own contract

What each party does, and who pays whom
- Commissioning and funding bodies
- Commissions the support and pays for it from the social care budget. The housing costs are met separately, through Housing Benefit, which the resident claims and the authority administers.
- Care provider
- A regulated operator, contracted and paid by the commissioner. The care contract is separate from the building and from the lease.
- Housing provider
- Typically a registered provider. It takes a long lease on the building from the owner, grants the residents their tenancies and carries out housing management.
- Residents
- Hold a tenancy with the housing provider and receive their support from the care operator under their own care plan. The two are separate arrangements.
- Property owner and investor
- Owns the real estate and leases it to the housing provider, typically on full repairing and insuring terms. Under this structure the care is contracted and delivered separately from the building.
Distinct responsibilities. Coordinated delivery.
Storm brings together the property, occupational arrangements and development expertise required for each scheme.
We work with housing providers, care operators, commissioners and investment partners to establish the appropriate structure and deliver accommodation designed around its intended use.
Example structures only. Funding arrangements, contractual relationships and responsibilities vary by development.
Development joint ventures
Invest in development. Participate in long-term value.
Storm works with professional capital partners to structure and deliver development opportunities. Each partnership is designed around the property, the development programme, the capital requirements and the agreed exit or retention strategy.
We bring development origination, planning, design coordination and construction delivery capability. Our partners may provide capital and participate in the economic outcome under individually negotiated arrangements.
Originate
Identify and assess opportunities against demand, operational requirements and commercial viability.
Structure
Agree ownership, funding commitments, governance, risk allocation and the intended exit or retention strategy.
Develop
Progress design, planning, procurement and construction with programme, cost and quality oversight.
Realise value
Complete the agreed sale, refinance or retention arrangements, subject to the transaction terms.
Return of capital
Capital is returned and any proceeds dealt with in accordance with the agreed partnership documents.
Our approach is designed to combine development-led value creation with long-term property investment.
A long-term lease is an important part of our approach. It does not remove tenant, development, financing or market risk, and each investment is assessed on its own terms.
